    What: Shares of Sonus Networks (NASDAQ: SONS  ) have popped today by upwards of 17% after the company reported first-quarter earnings.

    So what: First quarter sales totaled $63.3 million, which turned into a non-GAAP net loss of $0.02 per share. Investors were expecting just $61.1 million up top and an adjusted loss of $0.03 per share, meaning the figures were a beat relative to consensus estimates. Session border controller, or SBC, revenue was up 77% to $30 million.

    One networking player that's starting to move within range of triggering a big breakout trade is Sonus Networks (SONS), which provides networked solutions for communications service providers and enterprises in the U.S., Europe, the Middle East, Africa, and the Asia Pacific. This stock has been red hot so far in 2013, with shares up 104%.

    If you take a look at the chart for Sonus Networks, you'll notice that this stock has been trending sideways for the past month, with shares moving between $3.25 on the downside and $3.72 on the upside. Shares of SONS have been finding support over the last month each time the stock has pulled back to its 50-day moving average. This stock is now starting to trend a bit higher and move within range of triggering a breakout trade above the upper-end of its sideways consolidating chart pattern.

    Traders should now look for long-biased trades in SONS if it manages to break out above some near-term overhead resistance at $3.56 to $3.59 a share and then once it takes out its 52-week high at $3.72 a share with high volume. Look for a sustained move or close above those levels with volume that hits near or above its three-month average action of 2.50 million shares. If that breakout hits soon, then SONS will set up to enter new 52-week high territory, which is bullish technical price action. Some possible upside targets! off that! breakout are $5 to $5.50 a share.

    Traders can look to buy SONS off any weakness to anticipate that breakout and simply use a stop that sits right below some key near-term support levels at $3.33 to $3.25 a share, or right below more support at $3.10 a share. One could also buy SONS off strength once it takes out those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

    Sonus Networks Inc.(SONS) agreed to buy Performance Technologies Inc.(PTIX), a supplier of network communications products, for $3.75 a share, a 26% premium of Thursday’s close, or $42 million. The companies said the deal was worth $30 million, net of Performance Technologies’ cash and excluding acquisition costs. Performance Technologies shares jumped 24% to $3.70 premarket, just under the offer price.

Yellen to defend Fed’s stimulus policies

Janet Yellen, President Obama's nominee to succeed Ben Bernanke as Federal Reserve chairman, will defend the Fed's controversial stimulus policies at her confirmation hearing Thursday, according to her written testimony.

"I believe that supporting the recovery today is the surest path to returning to a more normal approach to monetary policy," Yellen will say in her opening statement to the Senate banking committee, which was released Wednesday afternoon.

Yellen is known as one of the Fed's most "dovish" policymakers — meaning she has placed more emphasis on reducing unemployment than in staving off eventual high inflation.

Committee Republicans are expected to argue that the Fed's $85 billion in monthly bond purchases will stoke inflation in future years while providing steadily diminishing benefits to the economy.

In her statement, Yellen says that current conditions support the Fed's stimulus.

"We have made good progress, but we have farther to go to regain ground lost in the crisis and the recession," her statement says. "Unemployment is down from a peak of 10%, but at 7.3% in October, is still too high, reflecting a labor market and economy performing far short of their potential. At the same time, inflation has been running below the Federal Reserve's goal of 2% and is expected to continue to do so for some time."

She adds: "For these reasons, the Federal Reserve is using its monetary policy to promote a more robust recovery."

Yellen is also expected to support strengthening regulation of large financial institutions to reduce the threat of another financial crisis, but not at the expense of hindering small banks.

Beefing up oversight and requiring banks to hold more capital to protect against possible losses "are important tools for addressing the problem of financial institutions that are regarded as 'too big to fail,' " her statement says.

"In writing new rules, however, the Fed should continue to limit the regulatory burden for community! banks and smaller institutions, taking into account their distinct role and contributions."

Yellen also noted that she has led a Fed effort to more clearly communicate with the public, including setting a 2% goal for annual inflation.

The goal "has helped anchor the public's expectations that inflation will remain low and stable in the future," her statement says. "In this and many other ways, the Federal Reserve has become a more open and transparent institution. I have strongly supported this commitment to openness and transparency, and will continue to do so if I am confirmed and serve as chair."

Yellen is expected to be confirmed by the Democratic-controlled Senate before Bernanke steps down in January.

Some Republican senators, including Sen. Rand Paul, R-Ky., and Sen. Lindsey Graham, R.-S.C., have threatened to block her nomination, but Democrats are expected to join with a handful of Republicans to remove the block.

As of June 30, 2010, multi-family residential loans totaled $278.4 million, or 36.1%, of its gross loan portfolio, and consists of 415 loans outstanding with an average loan balance of approximately $670,000. Investment Activities

The Bank is authorized to invest in various types of liquid assets, including the United States Treasury obligations, securities of various federal agencies, certain certificates of deposit of insured banks and savings institutions, certain bankers acceptances, repurchase agreements and federal funds. At June 30, 2010, the Banks investment portfolio totaled $6 million and consisted principally of investment grade collateralized mortgage obligations and mortgage-backed securities. It invests in mortgage-backed securities insured or guaranteed by Federal National Mortgage Association (Fannie Mae), Federal Home Loan Mortgage Corporation (Freddie Mac) or Government National Mortgage Association (Ginnie Mae). As of June 30, 2010, it also had an investment in an affordable housing fund totaling $1.2 million.

The Banks! sourc e! s of funds are deposits, payment of principal and interest ! on loans,! interest earned on or maturity of investment securities, borrowings, and funds provided from operations. It offers a variety of deposit accounts to consumers with a range of interest rates and terms. Its deposits consist of time deposit accounts, savings, money market and demand deposit accounts. The Banks borrowings consist of advances from the Federal Home Loan Bank of San Francisco. SEC considers rule comparing CEO pay with workers

Oracle CEO Lawrence Ellison made $96.1 million in 2012, suggesting his company may be among those reporting a large pay gap between his and typical worker pay at Oracle. The SEC is working on a rule forcing all companies to disclose such pay ratios.

WASHINGTON (CNNMoney) Last year, Oracle (ORCL, Fortune 500) CEO Lawrence Ellison made $96.1 million, Exxon Mobil (XOM, Fortune 500)'s R. W. Tillerson made $40.2 million and Wal-Mart (WMT, Fortune 500)'s Michael Duke made $20.7 million.

Soon, the SEC might require those companies to say how those salaries compare with the folks who work for them.

Although it's not clear when the SEC will finalize its proposal, the decision is expected soon. After that, it might take another year to implement.

The rule is a result of the Dodd-Frank Wall Street reforms of 2010. But little progress has been made, partly because the rule lacked a deadline and partly because big companies lobbied against it.

"It's long overdue, and of the 400-plus rules from Dodd-Frank, it's the simplest," said Bartlett Naylor, financial policy advocate for Public Citizen, a consumer advocacy group.

Companies say it's not so easy. Nearly two dozen groups and associations -- including those representing the petroleum, retail and financial services industries -- sent a letter to the SEC in 2012 complaining about the "significant hurdles and burdens " of collecting such information. They also say it's not useful to investors.

One big hurdle they complain about: Collecting pay data for employees overseas.

"Companies have no business purpose to collect that information globally," said Tim Bartl, president for the Center on Executive Compensation, which represents top corporate officers at the nation's largest companies.

But proponents of the plan say companies could virtually ignore overseas employees, due to the way the SEC intends to have companies report median employee pay.

The SEC is leaning toward directing companies to take a statistical sample of workers in the middle of the pay scale, Director of Corporation Finance Keith Higgins said in an August speech.

Such statistical sampling would virtually ignore most global employees, because "Chinese workers aren't anywhere near the midpoint," said AFL-CIO Office of Investment chief research analyst Vineeta Anand.

Still, it could be pretty embarrassing for companies.

While median wages aren't known for each company or industry, the average wage for all kinds of U.S. workers was roughly $43,000, according to Bureau of Labor Statistics August data.

That puts Oracle's Ellison's pay at 2,236 times the average worker's pay, Exxon's Tillerson at 936 times the average worker pay and Wal-Mart's Duke at 481 times the average worker pay.

Wal-Mart spokesman Randy Hargrove noted that Duke's compensation is in line with CEOs at similar companies. For example, Target (TGT, Fortune 500) CEO Gregg W. Steinhafel also made $20.6 million.

Neither Hargrove nor Exxon spokesman Alan T. Jeffers would comment on the SEC rule. Oracle didn't return a request for comment. To top of page

Economy Vital SignsAl Behrman/AP NEW YORK -- Applications for U.S. home loans rose for the first time in four weeks as mortgage rates fell from their highest level this year, although demand for purchase loans slipped, data from an industry group showed Wednesday. The Mortgage Bankers Association said its seasonally adjusted index of mortgage application activity, which includes both refinancing and home purchase demand, rose 1.3 percent in the week ended Aug. 30, after sliding 2.5 percent the prior week. The rise came as 30-year mortgage rates fell to 4.73 percent versus 4.80 percent the prior week, which was its highest this year, according to MBA data. Borrowing costs, however, have climbed by more than a percentage point since late May on the view that the Federal Reserve will soon reduce its monthly bond purchases, which have kept a ceiling on rates. The survey covers more than 75 percent of U.S. retail residential mortgage applications, according to MBA. The Fed began its bond purchasing program nearly a year ago to boost a sluggish recovery in the U.S. economy. The drop in rates likely encouraged borrowers into refinancing existing home loans. The refinance index rose 2.4 percent last week. The refinance share of total mortgage activity rose to 61 percent from 60 percent the previous week, which was the lowest since April of 2011. The gauge of loan requests for home purchases, a leading indicator of home sales, fared worse, falling 0.4 percent. Housing has been a bright spot in the U.S. recovery, with prices rising steadily since early 2012. Economists, however, expect the pace of the price gains to slow down for the remainder of this year and in 2014. A sign that rising mortgage rates have taken some steam out of America's housing market recovery was reflected in a separate report last week that showed contracts to purchase previously owned U.S. homes fell for the second straight month in July. Economists largely expect the Fed to announce a pull back at its policy meeting later this month, though some say the central bank will think twice about higher long-term interest rates if there is evidence that they are making a significant impact on housing.

These systems incorporate a network of permanent data collectors or gateway receivers that are always active or listening for the radio transmission from the utilities' meters. AMI systems eliminate the need for utility personnel to drive through service territories to collect meter reading data. These systems provide the utilities with more frequent and diverse data from the utilities' meters at specified intervals.

The Company�� advanced metering analytics (AMA), along with a host of automated utility management tools to facilitate the ability of water and gas utilities to increase their productivity and revenue, as well as proactively utilize their data. AMA is consists of ReadCenter Analytics software coupled with ORION SE two-way fixed network or GALAXY one-way fixed network technology, which is complemented by a family of accurate and reliable water meters.
